Reporting to the Deputy Director, Utilities Delivery, the Manager, Linear Infrastructure Delivery (LID) will provide strategic and leadership to ensure the safe, effective and efficient delivery of the business unit's mandate, which includes the design, project/portfolio management, risk management, and contract management of all linear related capital infrastructure projects for lift stations, linear water, wastewater, stormwater and flood mitigation infrastructure related projects. As a member of the Utilities Delivery Management Team, you will be expected to foster an inclusive leadership approach that promotes a culture of safety, innovation, and collaboration amongst staff and internal/external business partners. As a strategic decision-maker and problem-solver, you will possess political acumen and have experience in leading transformational change in a very dynamic work environment. Primary duties include:
Leadership & People Management: Lead, coach, mentor, and develop technical and professional staff; oversee recruitment, build workforce capability, and drive a culture of continuous improvement.
Capital Project Delivery: Ensure effective planning, coordination, and delivery of Wastewater, Drinking Water, and Storm Water infrastructure projects, meeting safety, schedule, budget, and regulatory requirements.
Strategic Direction & Corporate Alignment: Shape and execute strategic and business plans for Linear Infrastructure Delivery; contribute to department and corporate initiatives; ensure alignment with City-wide priorities including risk management, sustainability, and coordinated infrastructure planning.
Governance, Standards & Continuous Improvement: Oversee development and application of standard operating practices, project management processes, engineering and construction standards, reporting, and quality assurance to increase consistency and efficiency.
Financial Oversight, Communications & Emergency Response: Manage significant operating and capital budgets ($500M-$1B+ annually); lead proactive communications with internal and external interested parties including Council and the public; serve as a key incident leader during critical infrastructure emergencies.
Requirements
Qualifications
A degree in Engineering with 10 years of relevant, progressively responsible professional engineering experience obtained after receiving your P. Eng. Designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work. In-depth knowledge and experience in the delivery of significant infrastructure projects, with particular focus on standards, controls and operating practices, tender and contract evaluation and management, collaboration, people resource management, issues management and partner engagement including public consultation.
Experience with the review, evaluation and negotiations of construction and service contracts, and experience managing portfolios of work, communications, issues management, scope management, risk management and quality control and assurance.
The ability to balance multi-partner needs with the complex technical, regulatory, and financial requirement of delivering infrastructure projects.
An understanding of organizational politics, issues and external influences and the ability to effectively translate this understanding into organizational performance and customer value.

You have strong political acumen, negotiation and conflict resolution skills, strategic visioning and critical thinking, and well-developed judgement and planning skills.

Days of Work: This position works a 5 day
work week earning 1 day off in a 3 week cycle.
